Last time I reported a person for something unethical or illegal (apart from crime that happened directly against me) was at a starbucks when I saw a guy stealing CD's that were on a rack in the middle of the coffee shop. He was sticking them in his bag and then he walked out. I told the barista and she just shrugged. Literally. I don't imagine I'd get much more reaction for reporting somebody for "stealing hand sanitizer"
